1. Agreement to Terms

By accessing or using the Wasl Finance platform at wasl.finance (“Platform”), you agree to be bound by these Terms of Service (“Terms”). If you do not agree to these Terms, do not use our Platform.

Wasl Finance (“Wasl”, “we”, “us”) provides a card-to-USDT conversion service. We are in the process of registration as a company in the UAE (RAK DAO Free Zone).

2. Eligibility

You may use our Platform only if:

  • You are at least 18 years of age
  • You are not a resident of, or located in, a country subject to comprehensive sanctions (including Iran, North Korea, Syria, Cuba, or any other OFAC-sanctioned jurisdiction)
  • You are not a Specially Designated National (SDN) or otherwise listed on any applicable sanctions list
  • You are using the Platform for your own personal or business use, not on behalf of a third party
  • You have the legal right to use the payment card you provide
  • Your use of the Platform complies with all laws applicable to you

We reserve the right to refuse service to anyone at our sole discretion.

3. The Service

Wasl Finance provides a platform that allows eligible users to:

  • Submit a Libyan Visa debit card payment
  • Receive an equivalent amount of USDT stablecoin (minus our fee) to a TRC-20 wallet address you provide

What we are not:

  • We are not a bank or licensed financial institution
  • We are not a cryptocurrency exchange
  • We are not a custodian — we do not hold cryptocurrency on your behalf
  • We are not a money transmitter in any jurisdiction where we are not licensed

Non-custodial service: Once USDT is delivered to your provided wallet address, we have no access to, or control over, those funds. You are solely responsible for your wallet and private keys.

4. Fees

Our current fee is 6% of the transaction amount, charged at the time of conversion. This fee covers all costs including card processing, blockchain transaction fees, and our service fee.

  • Minimum transaction: $50 USD
  • Maximum transaction: $2,000 USD per transaction

Fees are displayed clearly before you confirm any transaction. By confirming a transaction you agree to pay the stated fee. Fees are non-refundable except as described in Section 7.

We reserve the right to change our fees at any time with notice posted on our Platform.

5. Identity Verification (KYC)

We are required by applicable regulations to verify the identity of our users. You agree to:

  • Provide accurate, complete, and current identity information
  • Submit genuine government-issued identity documents
  • Complete biometric verification when required
  • Provide source of funds information for larger transactions
  • Notify us immediately if any information you have provided changes

We use Sumsub as our third-party KYC provider. By using our service you agree to Sumsub's processing of your identity data as described in our Privacy Policy.

We reserve the right to refuse, suspend, or terminate service to any user who fails identity verification, provides false information, or presents a risk under our compliance framework.

6. Prohibited Uses

You may not use our Platform to:

  • Launder money or finance terrorism or other illegal activities
  • Evade sanctions or conduct transactions with sanctioned persons or entities
  • Circumvent currency controls or capital controls in any jurisdiction
  • Process payments on behalf of third parties without our explicit written approval
  • Use stolen, fraudulent, or unauthorised payment cards
  • Conduct transactions that violate the terms of your card issuer
  • Reverse engineer, copy, or replicate our Platform or technology
  • Engage in any activity that disrupts or interferes with our Platform
  • Provide false or misleading information at any stage

Violation of these prohibitions may result in immediate account termination, reporting to relevant authorities, and legal action.

7. Refunds and Failed Transactions

Successful transactions: Once USDT has been delivered to your provided wallet address, the transaction is final and non-refundable. Cryptocurrency transactions on the blockchain are irreversible.

Failed transactions: If your card is charged but USDT is not delivered to your wallet within 30 minutes, we will investigate and either complete the delivery or refund the charged amount to your card within 5–10 business days.

Incorrect wallet address: If you provide an incorrect wallet address and USDT is delivered to that address, we cannot reverse the transaction and cannot be held liable for the loss of funds. Always double-check your wallet address before confirming.

Card declines: If your card is declined, no charge is made and no refund is necessary.

8. Compliance and Sanctions Screening

Every transaction is screened against applicable sanctions lists including OFAC SDN, UN Security Council, and EU sanctions lists. We screen both the user and the provided wallet address.

If a transaction is flagged during screening:

  • The transaction will be paused or rejected
  • We may request additional information
  • We may be required to report the transaction to relevant authorities
  • We may terminate your account

We take our compliance obligations seriously. We cooperate fully with regulatory and law enforcement requests.

9. Supported Cards

We currently support internationally-enabled Libyan Visa debit cards. Your card must have international transactions enabled by your issuing bank. We do not guarantee acceptance of any specific card.

You represent that:

  • You are the authorised cardholder
  • The card is validly issued and in good standing
  • You have sufficient funds to cover the transaction amount and fee

10. Intellectual Property

All content on our Platform including text, graphics, logos, and software is owned by or licensed to Wasl Finance and protected by applicable intellectual property laws. You may not copy, reproduce, or distribute any content from our Platform without our written permission.

11. Disclaimers

Cryptocurrency volatility: USDT is designed to maintain a stable value pegged to the US Dollar. However, we make no guarantees about the value of USDT or any cryptocurrency. You accept all risks associated with holding cryptocurrency.

Service availability: We aim to maintain 24/7 availability but do not guarantee uninterrupted access. We may suspend the service for maintenance, regulatory requirements, or other reasons without notice.

No financial advice: Nothing on our Platform constitutes financial, investment, legal, or tax advice. You are solely responsible for your financial decisions.

Regulatory risk: The regulatory environment for cryptocurrency is evolving. Changes in law or regulation may affect our ability to operate or your ability to use our service.

12. Limitation of Liability

To the maximum extent permitted by applicable law, Wasl Finance shall not be liable for:

  • Loss of funds due to an incorrect wallet address provided by you
  • Losses due to cryptocurrency market movements
  • Service interruptions or delays
  • Losses arising from your failure to comply with these Terms
  • Any indirect, incidental, special, or consequential damages

Our total liability to you for any claim arising from your use of the Platform shall not exceed the fee amount paid by you in the transaction giving rise to the claim.

13. Indemnification

You agree to indemnify and hold harmless Wasl Finance and its founders, employees, and agents from any claims, losses, damages, or expenses (including legal fees) arising from your use of the Platform, your violation of these Terms, or your violation of any applicable law.

14. Account Termination

We may suspend or terminate your access to the Platform at any time for any reason including, without limitation, if we believe you have violated these Terms, present a compliance risk, or if required by law or regulation.

You may stop using our Platform at any time.

15. Governing Law and Disputes

These Terms are governed by the laws of the United Arab Emirates. Any dispute arising from these Terms or your use of the Platform shall be subject to the exclusive jurisdiction of the courts of the UAE, or resolved through binding arbitration at our election.

16. Changes to Terms

We may update these Terms at any time. Material changes will be communicated by email or notice on our Platform at least 7 days before taking effect. Continued use of the Platform after changes take effect constitutes acceptance of the updated Terms.

17. Entire Agreement

These Terms, together with our Privacy Policy, constitute the entire agreement between you and Wasl Finance regarding your use of the Platform and supersede all prior agreements.
